The Submitter asserts that Mexico is failing to effectively enforce its environmental laws with respect to the assessment of the environmental impacts of the Margarita Maza dam, also known as the Mujer Solteca dam. The dam is intended to supply drinking water to the State of Oaxaca in Mexico.
According to the submission, the construction of the dam began on 10 June 2026, before the regional environmental impact statement (manifestación de impacto ambiental, MIA) was approved. In particular, the Submitter claims that the Ministry of the Environment and Natural Resources (Secretaría de Medio Ambiente y Recursos Naturales, Semarnat) did not respond to their request for a public consultation of the project and did not follow the procedures and timelines for public participation established in applicable environmental laws.
