This document was prepared for the CEC Secretariat by M.J. Bradley and Associates, Inc., under an activity in the CEC’s 2003 work plan to conduct a comparative study of the air quality standards, regulations, planning, and enforcement practices at the national, state/provincial, and local levels in the three North American countries, building on previous research and work undertaken by the CEC on North American air management systems.
