The following paper was originally developed as a memorandum in June 2000 for the Submissions on Enforcement Matters Unit of the CEC Secretariat. In January 2001, it was distributed to members of the Joint Public Advisory Committee (JPAC) and Alternate Representatives of the CEC Council. These maps are unique, however, in that they harmonize geographic information across North America’s political boundaries to depict significant environmental issues at a continental scale.
