About the Commission for Environmental Cooperation (CEC) and the Joint Public Advisory Committee (JPAC)
The CEC is an international organization that fosters environmental cooperation among Canada, Mexico and the United States. Established in 1994 through the North American Agreement on Environmental Cooperation (NAAEC) and maintained under the Environmental Cooperation Agreement (ECA), the CEC operates through a Council, a Secretariat, and the Joint Public Advisory Committee (JPAC).
JPAC facilitates public dialogue to ensure transparency and provides advice to support the Council’s environmental objectives. Its members, designated by each Party, represent a wide range of voices from all sectors of society, including NGOs, academia, private sector, Indigenous Peoples, women, and youth. JPAC members offer independent perspectives and contribute by:
- Providing recommendations on any matter within the scope of the ECA through their Advice and letters to the Council.
- Helping to promote and enhance public participation in implementing the ECA, in coordination with the Secretariat.
- Supporting efforts to increase the visibility of the CEC’s initiatives through its networks.
- Engaging and participating actively to enhance trilateral dialogue in JPAC meetings.
- Participating as subject matter experts in the CEC's activities.
Internship Overview:
The CEC’s Directorate of Advisory Groups and Public Participation, supporting JPAC activities, is seeking a motivated intern to identify key highly integrated sectors and future environmental opportunities across North America. The intern will research and select the most relevant sectors, analyze potential sustainability opportunities, prepare materials for a public consultation, and produce a concise report with actionable insights to guide JPAC’s recommendations and initiatives.
Responsibilities:
Under the supervision of Samantha Gagnon, Lead of Advisory Groups and Private Sector Engagement, and guidance from Marcela Orozco, Director, Advisory Groups and Public Participation, the intern will:
- Conduct a literature review and environmental scan to identify key strategic and highly integrated sectors across North America. Key sectors could include: automotive, agricultural, electronics, textiles and apparel.
- Analyze sectoral trends, environmental impacts and potential sustainability opportunities within the identified sectors.
- Support the design and implementation of a public consultation to gather insights and validate findings.
- Prepare a comprehensive report summarizing findings, recommended sectors, opportunities and potential next steps for JPAC and the Parties.
- Contribute to developing presentations or briefs as needed.
Deliverables:
- A comprehensive report identifying key strategic and highly integrated sectors, environmental opportunities, key actor analysis and actionable recommendations.
- Supporting materials for public consultation.
Eligibility:
- Education: Currently pursuing or recently completed a degree in Environmental Science, Business Administration, Public Policy, Economics or a related field.
- Skills: Strong analytical and research skills; proficiency in data analysis and survey methodologies.
- Language: Excellent written and verbal communication skills in at least one of the three CEC languages (English, French, or Spanish); proficiency in an additional CEC language is an asset.
- Experience: Relevant coursework or prior experience in environmental policy, sustainability, or trade is preferred.
- Technical Proficiency: Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with data analysis tools.
- Intercultural Skills: Adaptability and flexibility in a dynamic, international and multicultural environment.
- For in-person candidates: Must have legal authorization to work in Canada as a Canadian citizen, permanent resident, student in Canada, or work permit holder.
- For remote candidates: Must have necessary equipment (e.g., a laptop) and access to the Internet.
- For all candidates: Must have necessary equipment (e.g., a laptop).

About the CEC
The Commission for Environmental Cooperation (CEC) was established in 1994 by the governments of Canada, Mexico and the United States through the North American Agreement on Environmental Cooperation, a parallel environmental agreement to NAFTA. As of 2020, the CEC is recognized and maintained by the Environmental Cooperation Agreement, in parallel with the new Free Trade Agreement of North America. The CEC brings together a wide range of stakeholders, including the general public, Indigenous people, youth, nongovernmental organizations, academia, and the business sector, to seek solutions to protect North America’s shared environment while supporting sustainable development for the benefit of present and future generations.
The CEC is governed and funded equally by the Government of Canada through Environment and Climate Change Canada, the Government of the United States of Mexico through the Secretaría de Medio Ambiente y Recursos Naturales, and the Government of the United States of America through the Environmental Protection Agency.
