1996 Program and Budget
THE COUNCIL:
APPROVES the 1996 Program and Budget submission dated March 7, 1996;
AUTHORIZES the Executive Director to implement the 1996 Program in conformity with the North American Agreement on Environmental Cooperation, the CEC rules and the relevant resolutions adopted by the Council;
AUTHORIZES AND DIRECTS, notwithstanding Financial Rules 5.3, 5.4 and 5.6, the immediate credit to the General Fund of the Commission, in accordance with Financial Rule 6.2(b), of that portion of the surplus funds for financial year 1995 equal to five percent (5%) of the Commission’s budget for financial year 1995;
WAIVES, notwithstanding Financial Rules 5.3 and 5.4, the application of Financial Rule5.6(b), to that portion of the surplus funds for financial year 1995 that would normally be credited thereunder in due course by the Commission against assessments of the United States and of Mexico and, at the request of such Parties, directs that such funds be applied to project 96-09-02 set forth in the 1996 Program and Budget submission dated March 7, 1996;
DIRECTS that the portion of the surplus funds for financial year 1995 which is to be credited against Canada’s assessment in accordance with Financial Rule 5.6(b) be credited in financial year 1996;
REQUESTS the Executive Director to effect the definitive adjustment of the above application or crediting of surplus funds upon the close of the Commission’s financial year 1996 as at December 31, 1996.
