COUNCIL RESOLUTION: 13-03
Establishment of the Mexico Liaison Office of the Commission for Environmental Cooperation
THE COUNCIL:
AWARE of the importance of the North American Agreement on Environmental Cooperation (NAAEC) in conserving, protecting, and enhancing the environment;
CONSIDERING article 8 of the North American Agreement on Environmental Cooperation;
FURTHER CONSIDERING articles 10.1(c), 11.1, 11.2 of the North American Agreement on Environmental Cooperation;
RECOGNIZING that the Commission for Environmental Cooperation is an international organization;
FURTHER RECOGNIZING that the need for efficient and effective Secretariat operations often requires the Secretariat to conduct activities within the respective territory of each Party;
RECALLING that Article 44 of the Agreement provides for the Executive Director and staff of the Secretariat to enjoy such privileges and immunities in the territory of each Party as are necessary for the exercise of their functions;
HEREBY DECIDES: to establish the CEC Mexico Liaison Office to represent and carry out Secretariat activities under the direction of the Executive Director;
AND the Council supports Mexico in its efforts to establish the Liaison Office in Mexico with whatever privileges and immunities may be necessary for the Secretariat to carry out its functions in Mexico.
