{"id":52244,"date":"2023-05-11T11:09:23","date_gmt":"2023-05-11T15:09:23","guid":{"rendered":"http:\/\/www.cec.org\/submissions-on-enforcement\/registry-of-submissions\/foret-la-primavera-ii\/"},"modified":"2024-07-11T14:54:17","modified_gmt":"2024-07-11T18:54:17","slug":"foret-la-primavera-ii","status":"publish","type":"submissions","link":"https:\/\/www.cec.org\/fr\/communications\/registre-des-communications\/foret-la-primavera-ii\/","title":{"rendered":"For\u00eat La Primavera II"},"content":{"rendered":"<p>L\u2019auteur y all\u00e8gue que le Mexique omet d\u2019assurer l\u2019application efficace de ses lois de l\u2019environnement en raison d\u2019une \u00e9valuation inad\u00e9quate des r\u00e9percussions environnementales imputables \u00e0 un projet de complexe domiciliaire \u00e0 Tlajomulco de Z\u00fa\u00f1iga, pr\u00e8s de l\u2019aire prot\u00e9g\u00e9e de la for\u00eat La Primavera, dans l\u2019\u00c9tat de Jalisco, au Mexique, alors que cette aire prot\u00e9g\u00e9e a \u00e9t\u00e9 d\u00e9sign\u00e9e \u00ab\u00a0r\u00e9serve de la biosph\u00e8re\u00a0\u00bb par l\u2019Organisation des Nations Unies pour l'\u00e9ducation, la science et la culture (UNESCO).<\/p>\n<p>L\u2019auteur de la communication\u00a0SEM-23-004 (<em>for\u00eat La Primavera\u00a0II<\/em>) all\u00e8gue que le Mexique omet de suivre la proc\u00e9dure d\u2019\u00e9valuation de r\u00e9percussions environnementale destin\u00e9e \u00e0 g\u00e9rer et \u00e0 att\u00e9nuer celles que suscite le projet de complexe domiciliaire <em>Bosque Alto \u2013 Santa Anita Hills <\/em>(Haute for\u00eat \u2013 collines de Santa Anita), et de d\u00e9fendre le droit \u00e0 un environnement salubre. L\u2019auteur pr\u00e9tend tout particuli\u00e8rement que le Mexique omet d\u2019assurer l\u2019application efficace des dispositions de la Constitution mexicaine, de la <em>Ley General del Equilibrio Ecol\u00f3gico y la Protecci\u00f3n al Ambiente<\/em> (Loi g\u00e9n\u00e9rale sur l\u2019\u00e9quilibre \u00e9cologique et la protection de l\u2019environnement) et de la <em>Ley General de Desarrollo Forestal Sustentable<\/em> (Loi g\u00e9n\u00e9rale sur le d\u00e9veloppement forestier durable).<\/p>\n<p>L\u2019auteur d\u00e9clare que ce projet causera des dommages aux ressources foresti\u00e8res et provoquera de l\u2019\u00e9rosion, la perte de sol superficiel, le ruissellement d\u2019importantes quantit\u00e9s d\u2019eau, l\u2019\u00e9limination de nutriments et de mati\u00e8res organiques, la r\u00e9duction de la profondeur d\u2019enracinement des v\u00e9g\u00e9taux, la r\u00e9duction des taux d\u2019infiltration et de r\u00e9tention d\u2019eau, ainsi que la diminution de la s\u00e9questration de carbone et de la production d\u2019oxyg\u00e8ne en raison de l\u2019abattage d\u2019arbres.
