(\u00ab ALCA \u00bb) o\u00f9 l\u2019on produisait du latex de polystyr\u00e8ne et o\u00f9 l\u2019on impr\u00e8gne de la toile avec cette substance. En effet, dans la communication SEM-03-004 (ALCA-Iztapalapa II), l\u2019auteur affirme que le gouvernement mexicain n\u2019applique pas de fa\u00e7on efficace sa l\u00e9gislation en rapport avec des infractions \u00e0 l\u2019article 414, premier paragraphe, et \u00e0 l\u2019article 415, paragraphe I, du C\u00f3digo Penal Federal (CPF, Code p\u00e9nal f\u00e9d\u00e9ral) ainsi qu\u2019\u00e0 un manquement \u00e0 l\u2019obligation d\u2019assurer une gestion des mati\u00e8res et des d\u00e9chets dangereux, conform\u00e9ment \u00e0 ce que pr\u00e9voit l\u2019article 150, premier paragraphe, de la Ley General del Equilibrio Ecol\u00f3gico y la Protecci\u00f3n al Ambiente (LGEEPA, Loi g\u00e9n\u00e9rale sur l\u2019\u00e9quilibre \u00e9cologique et la protection de l\u2019environnement)1.
