Does Chapter 11 of NAFTA protect the rights of foreign investors over the environment? JPAC will host this one-day workshop to focus the widening debate on the controversial dispute settlement process. A JPAC regular session will follow on 27 March. Energy and agriculture are the focus of this second trade and environment symposium. Thirteen research papers, on issues ranging from energy subsidies to intensive livestock operations, will be presented and discussed. The impact of trade on indigenous communities and invasive species will also be featured. Participants from several countries in the Latin American region, regional institutions, trade and economic agreements and international organizations will meet to identify priorities for capacity building activities and to develop a long-term capacity building program in the region. The meeting will address a number of issues, including environmental goods and services, the TRIPS agreement, trade liberalization in agriculture and the use of economic instruments to achieve environment and trade objectives.
