Restricted Trade of ODS
In the US, international trade of ODS is restricted to those countries that have ratified the Montreal Protocol and London Amendments.
US companies may trade HCFCs with Article 5 countries because Article 5 countries have no HCFC obligations under the Protocol until 2013. After 2013, trade in HCFCs with Article 5 countries can only occur if they have ratified both the Copenhagen and Beijing Amendments.
US companies may only trade HCFCs with Article 2 countries that have ratified the Copenhagen and Beijing Amendments, unless that Article 2 country has complied with certain notification procedures established by the Parties to the Montreal Protocol.
