The Secretariat will receive guidance from an advisory group made up of prominent experts from government, the private sector and NGOs in green building and related fields. Members of the advisory group will be asked to provide advice to the Secretariat on the design and development of the report. They will also submit a final statement and advice on recommendations on issues to address in the report. When drafting its final statement and advice on recommendations, the advisory group will seek to reach a consensus, although advisory group members may make individual statements and recommendations.

Jonathan Westeinde (Chair)
Windmill Development Group
Jonathan Westeinde is the managing partner of Windmill Development Group, a part of the Westeinde Group where he is CFO. He is responsible for corporate strategy, finance and business development, and green development practices. Previously, Mr. Westeinde was a founding partner of Venbridge, the venture capital services division of Gowlings, one of Canada's leading law firms. He has held senior positions with Corel Corporation and Exocom Consulting, and was CEO and founder of LOSC, Inc., a Boston-based venture capital firm. Mr. Westeinde has also spent several years in the real estate development industry in various leasing and financing positions. He serves on the board of directors for the Canada Green Building Council and the Canadian Construction Association.

Anne Auger
Office of Energy Efficiency at Natural Resources Canada
Anne Auger is the director of the Office of Energy Efficiency (OEE) at Natural Resources Canada. Previously, Ms. Auger worked at Public Works and Government Services Canada, where she led an initiative to “green” the real property policies and operations of the department. For the last three years, she has been heavily involved with the Government of Canada’s Climate Change Initiative, directing the development and delivery of energy efficiency programs for commercial and institutional buildings, and for federal government operations. In addition, Ms. Auger is charged with the management of the Federal House in Order Initiative, under which 11 federal departments and agencies committed to reduce greenhouse gas emissions within their operations. Her private sector experience working as an architect, and she is a member of the Ordre des architectes du Québec and the Royal Architectural Institute of Canada.

Bob Berkebile
BNIM Architects
Bob Berkebile is a principal of BNIM Architects and leads their sustainable design work on a variety of diverse projects, including a 3,000-acre, triple-bottomline development in north Charleston, South Carolina, and the School of Nursing and Student Center at the University of Texas at Houston, which received one of AIA’s “Top 10 Green Projects” awards for 2006. Mr. Berkebile also notably delivered, on a standard state office building budget, the LEED™ Platinum-certified headquarters for the Missouri Department of Natural Resources. His efforts to set new design standards for resource efficiency at the building and community scales have made him a popular figure in sustainable design. He has led green building charrettes [a collaborative planning process] and workshops for the White House, National Park Service, US Department of Energy, Federal Emergency Management Agency and Canadian provincial architectural associations. Mr. Berkebile is the founding chairman of the AIA Committee on the Environment, co-chair of the Kansas City Environmental Management Commission, and serves on the boards of The Nature Conservancy and US Green Building Council. He has practiced architecture for more than 37 years and was elected to the College of Fellows of the American Institute of Architects in 1989.

Peter Busby is the managing director and founder of Busby Perkins + Will, an architecture firm recognized internationally as a leader in green building design with the largest portfolio of completed green buildings in Canada. The firm’s success has been proven through award recognition for completed buildings, six Governor General awards for Architecture, documented reductions in energy consumption, and Canada’s first new LEED™ Gold building completed in 2003. Mr. Busby is a founding member of the Canada Green Building Council, and actively participates in the work of the US Green Building Council and the Architectural Institute of British Columbia. In 1997, Peter was admitted to the College of Fellows of the Royal Architectural Institute of Canada, and in 2005 received the Order of Canada in recognition of his leadership role in sustainable design in Canada.

Guillermo Casar Marcos

Guillermo Casar Marcos is the superintendent of Civil Construction for Ingenieros Civiles Asociados, the largest construction company in Mexico. He is a member of the Mexican College of Civil Engineers (Colegio de Ingenieros Civiles de México-CICM), the Mexican Port Engineering Association (Asociación Mexicana de Ingeniería Portuaria), the Mexican Society of Seismic Engineering (Sociedad Mexicana de Ingeniería Sísmica) and the Mexican Institute for Intelligent Building (Instituto Mexicano del Edificio Inteligente). Mr. Casar's professional experience includes the design and construction of industrial plants, highways, department stores and intelligent buildings for a variety of companies, such as Picciotto Architects, where he was an assistant in the Projects Department. Mr. Casar teaches at the Universidad Nacional Autónoma de México and the Universidad La Salle, and is a regular speaker on such topics as port scanning, intelligent buildings, domotics and reengineering. In 2000, he received the Miguel A. Urquijo Award for the best civil engineering article, "Domotics: The Intelligent House," published in the Ingeniería Civil magazine published by the CICM.

Patricia Clarey
Health Net of California and member of the CEC Joint Public Advisory Committee
A former chief of staff to California governor Arnold Schwarzenegger, Patricia Clarey is the COO of Health Net of California and a member of the CEC’s Joint Public Advisory Committee. She has 25 years of healthcare, natural resources and insurance experience both in the public and private sectors. Prior to joining Governor Schwarzenegger, she was vice president of government relations at Health Net, Inc., vice president of public affairs at Transamerica Corporation and president of the Transamerica Foundation in San Francisco, California. In addition, Ms. Clarey had served as deputy chief of staff to California governor Pete Wilson, and as deputy director of the National Park Service and congressional liaison at the United States Department of the Interior, both based in Washington, DC. She also held government relations positions with Chevron Corporation and Ashland Oil, Inc. Ms. Clarey is a former board member of the California Foundation on the Environment and the Economy.

Karen Cook

Karen Cook is the president of EECOM, a sustainable development consulting firm in New Mexico. She chairs the New Mexico Governor’s Green Building Task Force that developed the state’s Green Building Executive Order and is currently working on incentive policy recommendations. Previously, she worked as a developer and commercial real estate broker, becoming one of the few LEED™ accredited real estate brokers in the country. Ms. Cook is active in the marketing and advocacy agendas of the US Green Building Council and is the founding president of the organization’s New Mexico chapter. Notably, Ms. Cook helped the National Association of Realtors define its role in the green building industry and assisted the development of the Green Building Finance Consortium.

Evangelina Hirata Nagasako

Evangelina Hirata Nagasako is Undersecretary, Housing Growth Development, at the National Housing Commission (Comisión Nacional de Vivienda—Conavi) in Mexico. She has been involved in different construction, engineering and urban planning companies in the private sector in Mexico and Spain. In the governmental sector, she has held various positions in the Secretariat of Social Development (Secretaría de Desarrollo Social) and the National Housing Development Commission. An urban architect by training, her projects have participated in various international competitions, such as the International Union of Architects competition at Warsaw and the design competition at Bilbao, Spain. She has also given conferences in Canada, the United States and Japan.

Donald R. Horn

Donald R. Horn is the director of Sustainable Design atthe Office of Applied Science for the US General Services Administration's (GSA's) Public Buildings Service in Washington, DC. He ensures that sustainable design principles are included in GSA guidance for new construction, repair and alteration, facility management, and leasing. Mr. Horn represents GSA on the Federal Green Building Council, the Interagency Sustainability Working Group, and the US Green Building Council's Government Committee and LEED® for Commercial Interiors Core Committee. He also serves on the Whole Building Design Guide Advisory Committee and Sustainable Subcommittee. Mr. Horn's previous experience includes work at private sector architecture firms.

Benoit Labonté

The mayor of Montreal’s Ville-Marie borough, Benoit Labonté previously headed the Montreal Metropolitan Chamber of Commerce and the World Trade Centre of Montreal. An ardent promoter of economic, social and cultural development in Montreal, Mr. Labonté was also principal private secretary to the minister responsible for the federal Bureau of Regional Development (Quebec), as well as special counselor to the Finance Minister of Canada. He sits on several boards of directors, including Aéroports de Montréal, Council for Intercultural Relations of Quebec, Université du Québec à Montréal and the Montreal Symphony Orchestra. Mr. Labonté was appointed to the External Advisory Committee on Cities and Communities by Prime Minister Paul Martin in 2004.

Juan C. Mata Sandoval

Juan C. Mata Sandoval is the director general of the Comision Nacional para el Ahorro de Energía in Mexico. Prior to joining Conae in 2006, Juan Mata was director general for research, technology development and environment at the Ministry of Energy. In this capacity, he was responsible for the development of policy, regulatory, and planning instruments, in the areas of renewable energies, energy efficiency, climate change, and innovative technologies. Prior to this position, Mr. Mata held the position of director of energy and environment at the Ministry of Energy. Before joining the Ministry of Energy, Mr. Mata worked at the World Bank in the ESSD Division for Latin America and the Caribbean, implementing projects funded by the Montreal Protocol. Mr. Mata has a solid background in the evaluation of technologies for environmental applications in water, soil and hazardous wastes, and developed research in these topics at the National University of Mexico and the US Department of Agriculture.

David Morillón Gálvez is the coordinator of the University Energy Program at Mexico’s National Autonomous University (UNAM) Engineering Institute, where he teaches and conducts research in the areas of bioclimatic design, energy systems, energy efficiency and renewable energy. Previously, Mr. Morillón worked as a designer, estimator and builder for various private companies. He has served as assistant director of buildings, director and advisor for the National Energy Commission, and was also director of the Association of Applied Energy Technicians and Professionals. He has published research papers on energy issues, four books on bioclimatic architecture and 14 technical reports on research and technological development in the context of Mexico’s challenges.

Roger Peters

Roger Peters is a Senior Technical and Policy Advisor at the Pembina Institute and guides the organization’s national renewable energy and energy efficiency policy work.
Roger is a chemical and environmental engineer with 30 years experience in the energy efficiency and renewable energy fields and has authored several reports on policy options and innovative financing. Roger worked for Canada’s National Research Council Solar Energy Program from 1980 to1983. He co-founded Marbek Resource Consultants in 1983, and from 1993 to 1996 served as Director of Technical Services at the Saskatchewan Energy Conservation Authority. Roger has significant international experience in Asia and Africa, working on energy efficiency, renewable energy and rural energy financing projects funded by the World Bank, Global Environmental Facility and the Canadian International Development Agency (CIDA).

José Picciotto
Picciotto Architects
Founder of Picciotto Architects, José Picciotto has developed various projects, including low-cost, mid-level and luxury housing, corporate buildings, and most recently industrial and hotel construction. The constant in his work has been energy efficiency, allowing low maintenance and operating costs. In 2002, he received the Mario Pani Award for Architect of the Year, awarded by Universidad Anáhuac del Norte in the state of Mexico. Other recognitions for his work include second place in the National Intelligent Building Award in 1994, given by the Mexican Institute for Intelligent Building (Instituto Mexicano del Edificio Inteligente IMEI) and third place in the National Energy Savings Award, granted in 1996 by the Energy Savings Trust (Fideicomiso para el Ahorro de Energía). For the Eclipse Insurgentes project, which currently houses the federal Energy Secretariat (Secretaría de Energía), he was recognized by the Federal Electricity Commission (Comisión Federal de Electricidad). Mr. Picciotto is an alumnus and a member of the teaching staff at the Universidad Anáhuac.

Diane Sugimura is the director of Seattle's Department of Planning and Development - home to the city's "Green Building Team," which is tasked with promoting sustainable communities. The work includes coordinating the greening of city-funded building projects, providing technical assistance for private development, as well as outreach and education to the general public. Ms. Sugimura is a member of the Urban Land Institute Seattle's Executive Committee; she is an honorary member of the American Institute of Architects' Seattle Chapter; and is on the University of Washington's professional council for the Department of Urban Design and Planning. Ms. Sugimura is a passionate advocate of urban sustainability with 28 years of experience with the city of Seattle.

Kaarin Taipale

Kaarin Taipale is a senior visiting fellow at the Helsinki School of Economics’ Center for Knowledge and Innovation Research. She is also a visiting professor at Chalmers University of Technology in Gothenburg, Sweden, and the coordinator of the Marrakech Task Force on Sustainable Buildings and Construction. Her focus areas are urban sustainability, and globalization and the role of cities. Previously, Ms. Taipale worked as an architect in Europe and the United States, editor of the Finnish Architectural Review, and as chief executive of the Building Department of the City of Helsinki. As chair of ICLEI—Local Governments for Sustainability from 2000 to 2003, she was a political representative of local government, and expert on urban issues in several United Nations and other intergovernmental meetings including the World Summit on Sustainable Development in Johannesburg.

César Ulises Treviño is the founding president of the Mexico Green Building Council, secretary to the World Green Building Council, leader for the Mexican Green Building Challenge Team, and committee member of the International Initiative for a Sustainable Built Environment. A civil engineer by training, Mr. Treviño founded Green Building and Alternative Energy Co., a consulting firm based in Monterrey, Mexico, offering green building design, energy and environmental assessment and sustainable project management. Mr. Treviño is also a postgraduate professor at Monterrey Tech, where he lectures on sustainable construction and domotics. He is former Technical General Director for the Subway Construction Agency in Mexico City and a guest researcher and consultant at the Norwegian Buildings Research Institute in Oslo, Norway. He is the first LEED™-accredited professional in Latin America.

Robert Watson

A pioneer of the modern green building movement for over twenty years, in 2006 Rob Watson founded ECOTECH International and its subsdiaries, American SINOTECH and American INDOTECH to meet the fast-growing demand for green building technologies and services in China, India and the U.S. Prior to this, Robert Watson was a senior resource specialist and director of Natural Resources Defense Council’s International Energy and Green Buildings projects. Specializing in energy efficiency, he worked extensively on improving the environmental performance of buildings, utilities and transportation in a dozen countries. Mr. Watson is founding chairman and “father” of the LEED™ green building rating system and is currently a board member of the US Green Building Council—from which he received the USGBC Leadership Award for lifetime achievement in 2002. As the board chair of the International Design Center for the Environment, Mr. Watson has also been instrumental in developing the "eLCie" web-tool to evaluate a product’s lifecycle environmental impacts. As part of his current work, he advises the Chinese Ministry of Construction and the Ministry of Science & Technology to develop green construction standards and demonstration projects for China, including the 2008 Beijing Olympics.
